Kenneth M. Moltner

General Counsel

Kenneth M. Moltner joined HIGHMARK in 2024 as General Counsel, bringing over 30 years of extensive legal experience. In his role, Ken oversees legal strategy and compliance, provides counsel on corporate governance, and manages complex contracts and negotiations. He also plays a key role in developing and implementing policies to ensure regulatory compliance and ethical business practices.

In addition to his role at HIGHMARK, Ken serves as Counsel to the Commissioners of the Board of Elections in the City of New York. In 2010, he was appointed by former Mayor Michael Bloomberg to the NYC Charter Revision Commission, which recommended significant policy reforms that were voted upon by New York City voters. Ken is also a former Chairperson of a Manhattan Community Board, where he led various community initiatives.

Ken’s academic contributions include co-authoring the book, Treatment and Management of Maladaptive Schemas and presenting Continuing Legal Education lectures.

Ken earned his J.D. from New York University School of Law after completing   his undergraduate degree at NYU, graduating Phi Beta Kappa with Honors in Politics.
